Because the fires due to man-made disasters as well as natural disasters among them have left the long-term sequelae to the nature, together with enormous damage in a very short time, the whole world has racked its brains to find the countermeasures. All countries of the world have gotten to create the Stockholm Convention of POPs Treaty which bans and limits the production and the use of persistent organic pollutants (POPs) in Stockholm, Switzerland on May 22, 2001, under UNEP's leadership for preparing the countermeasures. With the effectuation of the provision which is compulsory to optimally dispose of these substances on May 17, 2004 due to the regulations on 12 chemicals which have the strong persistence and serious harmful effects, 151 countries have signed this convention and 59 countries such as Canada and Australia have ratified it. Thereby, the National Emergency Management Agency, Hanjunglube Co., Ltd. Emergency Management Research Center in University of Incheon have developed ECOFOAM 936, an environment-friendly foam extinguishing agent of 93.5% in biodegradability in Oct. 2008. ECOFOAM 936 was recognized as the product which passed an acute oral toxicity test, a skin irritation test, an eye irritation test, a fish acute toxicity test, an earthworm acute toxicity test, Daphnia magna acute swimming inhibition test and a freshwater algal growth inhibition test which are the environment-friendly test certification to meet the strict regulations.
